QE and negative interest rates

Adam Posen (‘Negative rates are not the drama they seem’, today’s FT) laments the passing of the good old days of Quantitative Easing (QE) and claims that it, along with negative interest rates, has been a successful policy tool. He ignores entirely the general failure of QE to stimulate economic growth – the chief policy aim it was intended, and confidently expected by economics advisers and the economics profession, to achieve.
